Fullove, the Gauchos' leading scorer at 16.1 points per game - sixth best in the Big West Conference - was making his first start back after missing two games due to a groin injury.
Hull was 8-for-11 with two 3-pointers.
Idaho's Tyrone Hayes also 21 points, along with game highs of seven rebounds and two blocks.
The Gauchos (5-8, 2-1), who had lost six of their last seven games, picked up their first road win of the season and avenged a 40-37 loss last year in Moscow.
The Vandals (5-7, 1-2), who tied the game at 50 with 3:52 to go after coming back from a 13-point deficit, only managed three free throws the rest of the way. The Gauchos went 6:14 without a field goal during Idaho's comeback, but got field goals on their next four possessions and four free throws on their final two.
UCSB led 27-22 at halftime. After a turnover on its first possession of the second half, UCSB scored on its next eight possessions to lead 46-33 with 12:04 remaining.
UCSB shot 58.3 percent in the second half while Idaho shot 37 percent.
Idaho, the conference's top rebounding team at 39 per game, was 10 under its average. UCSB, last at 30.4, managed 31.
Both teams struggled on 3-pointers as the Gauchos were 4-of-12 and the Vandals were 6-of-23. UCSB entered the game leading the BWC with 8.25 a game while Idaho had the top 3-point field goal percentage defense (31.4 percent).
